Hal ini menunjukkan adanya pemulihan pasar aprtemen usai diterjang pandemi Covid-19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data<em> Rumah.com<\/em> Indonesia Property Market Report Q2 2023 permintaan terhadap apartemen di DKI Jakarta meningkat 3% secara tahunan (yoy). Kenaikan ini lebih tinggi dibandingkan permintaan rumah tapak yang terkoreksi 14% yoy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Country Manager <em>Rumah.com<\/em>, Marine Novita mengatakan kenaikan permintaan terhadap apartemen didorong oleh sejumlah faktor. Salah satunya yaitu munculnya payung hukum yang melindungi hak-hak pembeli apartemen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adapun, aturan hukum yang mengatur hunian vertikal yaitu UU No. 20 Tahun 2011 tentang Rumah Susun dan Peraturan Pemerintah No. 13 Tahun 2021 tentang Penyelenggaraan Rumah Susun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Kemudian, skema di mana bentuknya tidak harus hak kepemilikan yaitu dengan Sertifikat Kepemilikan Bangunan Gedung (SKBG) Satuan Rumah Susun (Sarusun), sehingga masyarakat bisa tinggal di hunian tersebut dalam jangka waktu yang cukup panjang dan dengan biaya yang terjangkau,&#8221; jelas Marine, dikutip dari <em>Bisnis<\/em>, Rabu (17\/5\/2023).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Menurutnya, SKBG Sarusun merupakan sebuah konstruksi hukum baru tentang bukti kepemilikan unit hunian berupa rumah susun yang diperuntukkan khusus bagi Masyarakat Berpenghasilan Rendah (MBR).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rumah susun tersebut dibangun dengan peran dan partisipasi pihak pelaku pembangunan yang melakukan sewa atas tanah yang dimiliki oleh pemerintah baik berupa Barang Milik Negara\/Daerah (BMN\/D) dengan jangka waktu sewa selama 60 tahun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;SKBG merupakan status kepemilikan yang telah diperkenalkan sejak 2021 dengan tujuan memberi kepastian hak kepemilikan unit rusun dengan jangka waktu hingga 60 tahun,&#8221; ujarnya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selain itu sejak 2019 transaksi pembelian rusun melalui proses inden (<em>under construction<\/em>) harus mencantumkan dengan jelas waktu serah terima dan klausul pengembalian dana dalam Perjanjian Pengikatan Jual Beli (PPJB).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pemulihan pasar apartemen juga terlihat dari indeks harga apartemen yang naik tipis sebesar 0,9% sedangkan indeks suplai apartemen mengalami penurunan tipis sebesar 0,4%.
